FSRP, Louisiana Green Corps Partner to Launch Home Weatherization Program in St. Roch

In partnership with the Louisiana Green Corps, FSRP has launched a program designed to promote residential energy efficiency and green workforce development in St. Roch.

Made possible by support from Chevron Corporation and the Almar Foundation, the program seeks to introduce the innovative Thermal Coupling retrofit building technology to St. Roch, and directly create green collar jobs for New Orleans' high-risk youth in the process.

"Our Thermal Coupling program is about more than just energy efficiency," says FSRP Founder and Board President Drew Lang. "We want to raise awareness about the benefits of selective home weatherization, but equally important is job creation that results from investment in home energy efficiency."

Thermal Coupling is a simple, inexpensive, and highly effective retrofit building technology that reduces moisture and heat exchange in raised structures built on piers, a common condition of homes in St. Roch and throughout New Orleans. By enclosing a home's crawl space with a moisture resistant material, the Thermal Coupling retrofit provides immediate energy savings and improved comfort to the homeowner, and also helps protect against moisture damage to the home's sills, joists, and subfloor.

The program will be launched with seven installations in the St. Roch neighborhood. Selected homeowners were identified through a neighborhood lottery and will receive the retrofit at no cost.

The work will be performed by graduates of the Louisiana Green Corps, a program which trains young adults from disadvantaged communities in home weatherization techniques, energy efficient building, deconstruction, basic carpentry, and workplace safety.

"Partnering with the Faubourg St. Roch Project in this program provides a tremendous opportunity for our graduates," says Louisiana Green Corps Program Director Suzy Mason. "The paid work experience will help to build our graduates' trade resumes, and competitively position them to secure future employment in the region's fast-emerging green building industry."

St. Roch Market Survey Complete, Submitted to City

A recent survey concerning the future of the St. Roch Market is now complete and its results have been submitted to New Orleans officials.

Conducted at the request of the Department of Facilities, Infrastructure & Community Development, the survey was used to identify the desires of St. Claude Avenue corridor community residents for use of the St. Roch Market.

In a coordinated effort that bridged the river and lake sides of St. Claude Avenue, the Faubourg Marigny Improvement Association, the Faubourg St. Roch Improvement Association, the Faubourg St. Roch Project, and St. Claude Avenue Main Street joined together to devise and conduct the survey. The 10-question survey was made available to the community during the month of October, yielding 379 unique responses.

The survey indicated a consensus among St. Claude Avenue corridor community residents that the St. Roch Market should be restored as a source of fresh food, with highest preference to given to local produce and seafood. The survey's implementation also helped to quell community uncertainty surrounding the Market's future. To view the complete report which was submitted to the City, please click here.

The City intends to use the survey's results to inform their pursuit of an operator for the St. Roch Market, which has been shuttered since Hurricane Katrina. Local residents lament the St. Roch Market's disrepair as one of the most conspicuous signs of blight on St. Claude Avenue, a historic commercial thoroughfare which intersects St. Roch Avenue at the neighborhood's southern boundary. The St. Roch Market is owned by the City of New Orleans.

Community Garden at 1700 St. Roch Ave

In partnership with the St. Roch Community Church and through the hard work of 12 St. Louis, MO teens, FSRP is pleased to now offer a community garden at 1700 St. Roch Avenue.

The garden will provide a shared backyard for the neighborhood, and local residents have already begun to cultivate the plots of land. Their plantings range from fresh vegetables to decorative flowers.

The community garden will serve as a link for the St. Roch neighborhood as FSRP prepares for construction of housing and the FSRP community office on the site. Click here to read more about FSRP's future plans for 1700 St. Roch Avenue.

*UPDATE* DEADLINE EXTENDED TO MARCH 25!
Register for the Disabled and Elderly Owner Occupied Rehabilitation Program

The City of New Orleans Office of Recovery and Development Administration is soliciting interested homeowners who are sixty-two (62) years or older and/or disabled to register for the Disabled and Elderly Owner-Occupied Rehabilitation (DE-OOR) Program. The DE-OOR program is a deferred, forgivable loan program and will assist elderly and disabled homeowners in New Orleans to repair their properties to meet the City's Housing Standards Code, HUD's Housing Quality Standards Code and Lead-Based Paint regulations. Currently there is a budget of $10 million of Community Development Block Grant (CDBG) funds for the DE-OOR program. The proposed amount for each DE-OOR project is up to $35,000 per house. Registration is open March 16-20, 2009 from 9:00am to 3:00pm at several locations or online at the City of New Orleans website.

At this meeting, we will discuss the various recovery projects that are going to be taking place in the vicinity of the St. Roch Market and the market itself. We are scheduled to talk about:

-FEMA-Eligible Roadway & Sidewalk Patching Repairs in the St. Roch Neighborhood
-St. Roch and St. Claude Resurfacing Projects
-Friends of Faubourg St. Roch Art Walk Project
-St. Roch Streetscape Improvement Project
-St. Roch Facilities (St. Roch Market, Old St. Roch Fire House, St. Roch Pool/Park)

For this community meeting, we ask that you come prepared to give your ideas on the designs of the Streetscape and Facilities projects. Each person or group will be given three minutes to voice their opinions following the formal presentations. Representatives from Lee Ledbetter & Associates, the design firm hired by the City of New Orleans to work on this project, will be present to note all input on the design of the Streetscape and the Facilities.

October 29, 2008 - Artist Selected for St. Roch ArtWalk:
The Faubourg St. Roch Project, in partnership with the Arts Council of New Orleans and the Office of Recovery and Development Administration, is pleased to announce the selection of an artist for the St. Roch Art Walk project. Jefre Figueras Manuel, an inventive public art artist from Orlando, Florida will work with the St. Roch neighborhood residents to create an inviting public space on the St. Roch neutral ground from Marais St. to North Roman St. The Arts Council will host public forums for community members to meet the artist and initiate this exciting new project.
Mr. Manuel, known nationally simply as JEFRË studied at the Art Institute of Chicago prior to receiving a Bachelors Degree in Landscape Architecture from The Ohio State University. This past year JEFRË was accepted to the prestigious Architecture Association in London where he studied Morpho Ecology before starting his couture landscape studio at The City Arts Factory in Orlando. He is recognized for creating spaces that are original, forward thinking and unexpected. His past projects have included installations for the University of Central Florida; Florida's first operational residential green roof garden; Orlando City Hall Green Roof and the transformation of two 600 foot-long piers into public parks at the Jacksonville shipyards recycling old shipping containers and cranes into planters and swings. JEFRË is expanding his focus to public art projects that give back to the community through environmental art.

GNOF Awards FSRP with Grant:
The Greater New Orleans Foundation has awarded the FSRP a $15,000 grant for the St. Roch Avenue ArtWalk. This grant has been made from the Field of Interest Fund at the Greater New Orleans Foundation.

Priestly School Students observe St. Roch Construction Progress
Eustis Engineering, the Priestly School of Architecture and Construction and the FSRP collaborated to provide an educational experience for a class of high school students from the Priestly School on January 29th, 2008. The excellent drilling crew from Eustis presented their soil boring equipment and techniques to the students on 1700 St. Roch Avenue site, in conjunction with the standard soil boring and reports needed for the structural design work of the new buildings. The enthusiastic students had a great time learning first-hand about this essential step in building design and construction.

New St. Roch Information Kiosk
On Martin Luther King, Jr. Day, an information kiosk was completed on our site at 1700 St. Roch Avenue. Students from the University of Kentucky's KNOA Studio built the neighborhood kiosk almost entirely from reclaimed materials inlcuding a large resin panel donated by 3Form and lumber and bricks from the buildings deconstructed on the site. Many thanks are due to Mike McKay and his talented students from the University of Kentucky (Mark, Erin, and Annie), Annie's husband Josh, and Jeremy Maxwell Parish of Sustainable Salavage for all their hard work on this project. The Kentucky students designed and built the kiosk with devoted help from Jeremy who lent his talent, warehouse and wood shop. It was a long and arduous process with many weather delays and other unforeseen complications. The result of their efforts is terrific, however, and it is an improvement to our site and to the neighborhood. Thanks also go to Hands On New Orleans who gave a $500 grant to do the project as part of their MLK Day of Service. The plan is to use the outside panel to display drawings of the coming buildings and FSRP efforts. The covered interior walls are for the neighborhood to post news and happenings. And, of course, the bench is just for taking a load off.
